Seven stages.
Each one builds on the last.
Skip one, and this collapses back into another well-meaning culture initiative that changes nothing.

Give people's lived experience real weight alongside the data, the true shape and cost of the culture problem, in evidence, not opinion.
Build the specific, evidenced finding: which leaders, which behaviours, with real context, not a label pinned on someone.
Surface it plainly and tier its severity, so the response is proportionate, not reactive.
Apply real, pre-agreed consequences and hold open the possibility that someone can actually change.
Build and embed the healthy standard that replaces it in how the business runs.
Stand up the Process Improvement Group (PIG), the standing body that owns all of this once the consultant is gone.
Prove the return in retention, engagement, and pounds with the PIG, not the consultant, holding the dashboard long-term.

• It builds a real, evidence-based picture of who and what's actually driving people out, not just a mood score. Most culture work stays at the aggregate level because that's more comfortable. Comfortable is why nothing changes.
• It has consequences built in before it starts, not negotiated once someone's favourite leader turns up in the Critical tier.
• It's costed in the organisation's own numbers, so it's a business case, not a values statement, and it survives contact with a finance director.
• It accounts for who leaves first. As noted, a third of employees have already left a job over culture alone (breatheHR, 2018), and it's usually the people with the most options, senior leaders and experienced high performers, who can act on that first, long before it shows up in the company-wide figures.
• It doesn't end when the consultant leaves. Reinforce (Section 10) stands up the PIG as a standing structure with real authority, not a report that sits in a drawer once the engagement closes. This is the actual difference between a transformation and a change initiative.
